In fact scientific and technological activities play an important role in determining the quality of highly qualified human resources training. Accordingly scientific and technological activities not only create new knowledge technology and solutions for scientific and educational development but contribute to the socio-economic development and national defence and security assurance. Scientific and technological activities also make a contribution to the improvement of lecturers researchers and educational managers research capacity and applicability of science and technology as well as the formation and development of learners research capacity thereby to discover and foster talents. Briefly scientific and technological activities in higher education institutions have been promoted and developed not only to spread creativity but also to create new knowledge. The article analyzes the current state of scientific and technological activities in some typical higher education institutions and then proposes some basic measures to improve the efficiency of scientific and technological activities of lecturers educational administrators and learners at higher education institutions in the coming time.
