In order to assess the current and future transport situation from the economic and financial point of view, vehicle operating cost (VOC) was estimated by type of vehicle. The vehicle classification is consistent with that adopted in the traffic count surveys conducted in the Study. Although cyclo and lambro are scheduled to be phased out in the near future these were also dealt with to analyze the financial situation of the present public transport system. Bike taxi Xe Om was also included in the same sense. In addition VOC of articulated bus or Metro Bus was also estimated considering the possibility of future introduction. 2 Methodology The entire process of the VOC estimate is presented in Appendix A.
