Monitoring and evaluation. Finally, in order to track progress and enhance learning and quality, an effective system of monitoring and evaluation that includes assessment of on-the-ground results is under development. Progress in implementing the strategy will be reported annually. The estimated incremental costs of implementing the strategy will be about $2 million in the current fiscal year, about $3 million per year in the three subsequent years, and approximately $2.5 mil- lion per year thereafter. Corporate incentive funding of $0.6 million has been set side for the current year, and the regions have commit- ted more than twice this amount as matching Bank budget. In July 2012 the Government will make changes to the Immigration Rules for family migration as part of its programme of reform of the migration routes. This Statement of Intent explains the changes that will be made principally in respect of those of nonEuropean Economic Area non-EEA nationality applying for leave to enter or remain in the UK on the basis of their family relationship with a British citizen or a person settled in the UK. In 2010 family migration accounted for approximately 18 per cent of all non-EU immigration to the UK - around 54 000 people out of 300 000. The changes will be laid before Parliament shortly and are expected to come into force on 9 July 2012. 2.
