Transfers of land rights should be based on users’ voluntary and informed agreement, provide them with a fair level of proceeds, and should not involve expropriation for private purposes. To create these preconditions, local people need to be aware of their rights, the value of their land, and ways to contract, and have assistance in analyzing investment proposals, negotiating with investors, monitoring performance, and ensuring compliance. Compensation may occur in several ways, either through the provision of equivalent land, the setting up of a community fund to provide public services, an equity stake in the investment, or monetary transfers (including the payment of a land rent).
