A report prepared by Transition 2001, a bipartisan panel of about 60 American leaders in the areas of foreign and defense policy, outlining the most important national security challenges for the new administration, suggesting priorities, and recommending specific courses of action that the new president could take in the early days of his administration. Such decisive early action will be critical for setting U.S. foreign and national security policy on the right path for the balance of his term and beyond. This is a diverse group of individuals drawn from across the political spectrum who have served the nation in public service or who come from the worlds of academia and policy analysis all with knowledge experience and engagement in critical U.S. foreign policy and national security debates. They were invited by RAND to identify the most important challenges for the new U.S. president to suggest priorities to propose and discuss the range of alternative choices and where there is collective agreement to recommend specific courses of action. The deliberations of the group were informed by some twenty-five papers commissioned by the panel and largely based on RAND research. This publication was supported by RAND using its own funds.
