Cutting the Cake in a Shared Fishery with a Minimally Managed Non Commercial Sector

Around the world, many fisheries are shared fisheries in the sense that a common fish stock is accessed by both commercial and non-commercial fishers. Non-commercial fishers can include recreational fishers, or customary fishers, or both. A prevalent problem in these fisheries is competition between commercial and non-commercial fishers for access to a resource that is subject to increasing utilisation pressure. This paper explores some of the issues that managers who are charged with the task of maximizing the value to society from multiple uses of a sustainable catch need to consider when allocating fish stocks between the various competing interests.
