Viet Nam signed UNFCCC in June 1992 and ratified in Nov.1994. Viet Nam signed Kyoto protocol in Dec. 1998 and rectified in Sep. 2002. The HydroMET Service (Now MONRE) was assigned by the Government to be the Focal point for activities related to UNFCCC and KP in Vietnam. Documents of Vietnam Government to Direct Activities on Climate Change 1) Official Document 1357/CP-QHQT dated 13 Nov. 1998 of the Prime Minister to appoint the HydroMet Service to be the Focal Point of Vietnamese Government in participitation and implementation of Kyoto Protocol; 2) Instruction No. 35/2005/CT-TTg dated 17 Dec. 2005 of the Prime Minister on the implementation of Kyoto Protocol in Viet Nam; 3) Decision No. 47/2007/QĐ-TTg dated 6 Apr. 2007 of the Prime Minister on the approval of Implementation Plan of Kyoto Protocol in the period of 2007 - 2010. Documents of Vietnam Government to Direct Activities on Climate Change 4) Official Document No. 1754/VPCP-NN dated 3 April 2007 of the Government Office reporting Permanent Deputy Prime Minister Nguyen Sinh Hung assigned MONRE to be the key ministry in cooperation with line ministries in monitoring, updating and processing information on CC and SLR. 5) Decision No. 130/2007/QĐ-TTg dated 2 Aug. 2007 of the Prime Minister on legal mechanism and financial policies for CDM projects; 6) Resolution No. 60/2007/NQ-CP dated 3 Dec. 2007 of the Vietnam Government assigning MONRE to be the key ministry in cooperation with other ministries/sectors to develop National Target Program on CC Adaptation and submit to Prime Minister in the second quater of 2008. Documents of MONRE to Direct Activities on Climate Change 1) HydroMet Service developed “National Program on Elimination of Chemicals Causing Ozone Depletion”, promulgated by the Prime Minister in 1995; 2) Mar. .
