Hesitant Fuzzy Sets is used to represent the expert’s preferences. The fuzzy clustering for hesitant fuzzy sets is used to identify and manage the non-cooperative experts in the group. Consensus reaching process is the technique that attempts to reach a mutual agreement among the experts before taking a common decision. Today’s technological advancements demand large number of experts to participate in a group decision making. However, the traditional consensus model is not effective when the group decision making takes place in very large scale as in social networks. To identify the non-cooperative experts who change their preferences collectively against the consensus process Fuzzy clustering is used to group the experts according to their preferences, which are given as numeric values. In real life cases, there may be situations when the experts are not sure about the alternatives and may have oscillation between multiple values for an alternative. Hesitant Fuzzy Sets is used to represent the expert’s preferences. The fuzzy clustering for hesitant fuzzy sets is used to identify and manage the non-cooperative experts in the group.
