More budget cuts arc likely and absent a clear way to determine what is working horn what is not. the state is left with the blunt tool of across-the-board cuts shrinking programs hat arc producing outcomes the state wants as well as programs that fail to deliver performance. California can learn from other stales such as Virginia and Washington. which are using performance data io drive improved results. And it can capitalize on efforts .
