Countries have responded well to the surveys. 1346 countries have responded to the Level 1 survey, corresponding to some 70% of UN member states with fairly even distribution among geographical regions and HDI groupings (Figure and Table ). The response rate to particular questions was consistently very high at over 95% with very few questions having multiple answers from some countries. Many of the questions are somewhat overlapping in content and thus in many instances our approach has been to amalgamate the responses to groups of similar questions, thereby also increasing the robustness of the data.
