This paper contains the commencement address given by Dr. Harold Brown Chairman of the School of Advanced International Studies Johns Hopkins Foreign Policy Institute and former Secretary of Defense 1976-1980 as well as remarks made at the exercises by the two recipients of the School s honorary doctoral degree James R. Schlesinger and Ralph w. Tyler. It also contains remarks by RAND President Donald B. Rice and by me. Charles Wolf Jr. .
