This paper contains the commencement address given by Dr. Harold Brown Chairman of the School of Advanced International Studies Johns Hopkins Foreign Policy Institute and former Secretary of Defense 1976-1980 as well as remarks made at the exercises by the two recipients of the School s honorary doctoral degree James R.
