When we started the project South-South cooperation had just started to become a new slogan. But it was also clear that Northern agencies and donors were playing an increasingly powerful role in determining global and national educational agendas and were themselves engaged in promoting South-South transfer and cooperation. How did these two issues square up and what does South-South cooperation mean in this context Although we as coeditors of this book firmly believe in the value of institutional and individual cooperation across borders and boundaries we were skeptical about the contemporary uses of the term and wanted to explore a more critical approach than that found in much of the development literature. We approached the topic from different angles.
