Regular intergovernmental talks advance ideas of economic and monetary union and perhaps eventually political union and economic and social cohesion has become a major objective of Community policy. Yet regional disparities remain a hard fact of Community life. Although there have been funds available since 1975 to promote regional development and training in the poorer parts of Europe it is likely that without serious reform of the Structural Funds these disparities could become greater. There has been increasing anxiety from these countries about their ability to survive in the single market with a risk that they might put in question their participation in the Community effort. As a result the EC has committed itself to new initiatives in science and technology the environment social policy and economic integration. This book studies how new policy can best be designed and implemented and explores ways in which the Structural Funds can be used to provide new opportunities for the poorer member states.
