THE EFFECTS OF EDUCATION ON ECONOMIC GROWTH: THE CASE OF BOTSWANA AND SOUTH AFRICA (1970-1994) I see four possible explanations for the pattern of results. First, it may be that I have mis-measured the extent of Tiebout choice by focusing on a district-level choice index where in fact the relevant measure of parents exit options is at the school level.
