But they would have to be coupled with zero-emissions energy sources such as nuclear power plants located outside the Basin. Solar energy conversion is another zero-emissions energy source which could play an increasingly important role in the longterm. Nuclear energy has proved controversial but only mildly so compared to some of the socio-economic measures that must be considered for the ultimate cure to air pollution. Growth itsetf will have to be directly dealt with. The finite carrying capacity of the Los Angeles Basin became apparent in the 1970 s. Incentives for resettlement elsewhere accompanied by zoning rollbacks and embargos on utility hook-ups for new customers are examples of interrelated growth-control policies which may have to be considered.
