Overview of Official Development Assistance and Japan s Official Development Assistance to Vietnam Before 1989 Official Development Assistance to Vietnam mainly came from the Soviet Union Eastern European countries some Northern European capitalist developed nations and international organizations such as the United Nations. Since the collapse of the Soviet Union and East European socialism Vietnam lost an important source of foreign aid.
