Cash accounts are permanent balance sheet accounts and their balances should be carried from one period to the next. Any year-end adjustment to these balances should be reflected in the accounting records. The balances listed in the annual general ledger workbooks were not up-to-date. For example the balance listed for the Unappropriated Surplus Fund Balance as of December 31 2008 was actually the fund balance amount as of December 31 2006. As a result the trial balance did not agree with the audited financial statements. The Excel general ledger is maintained on a modified accrual basis while the Access claim book is kept on a cash basis this may lead to timing differences and reporting errors if accrual reversing and adjusting entries are not posted or are posted incorrectly.
