During World War II and the Cold War the United States developed a massive industrial complex to research produce and test nuclear weapons. The nuclear weapons complex included nuclear reactors chemical processing buildings metal machining plants laboratories and maintenance facilities. The resulting environmental liabilities are the costs associated with removing containing and or disposing of hazardous waste from the properties. Environmental liabilities as used in this report applies only to cleanup costs from Federal operations known to result in hazardous waste which the Federal Government is required by Federal State or local statutes and or regulations that have been approved as of the balance sheet date regardless of the effective date of cleanup. The DOD is responsible for cleaning up and disposing of hazardous materials in facilities it operates or has operated and has recorded a billion liability for these costs. DOD has not currently recorded any liability for national defense assets primarily disposal of weapon systems like aircraft ships and submarines and ammunitions primarily hazardous materials .
