It is the result of a set of conditions and processes that influence the way that these systems are harmed by natural and technological hazards or extreme events. Vulnerability is closely associated with resilience which involves the capacity of these systems to bounce back from disasters or their capacity to both respond to and cope with extreme hazard events. We earlier noted that risk was the result of hazard potential time and vulnerability. Thus vulnerability becomes central in understanding how our communities deal with risks associated with disasters. Expressed in a different way vulnerability is the result of our exposure to hazards and our capacity to cope and recover in a sustainable manner. Approaches to Vulnerability Recent literature suggests that vulnerability takes many forms and scholars have developed many techniques that analyze this phenomenon. .
