ACTION Final rule. SUMMARY In this action EPA is limiting the interstate transport of emissions of nitrogen oxides NOX and sulfur dioxide SO2 that contribute to harmful levels of fine particle matter and ozone in downwind states. EPA is identifying emissions within 27 states in the eastern United States that significantly affect the ability of downwind states to attain and maintain compliance with the 1997 and 2006 fine particulate matter national ambient air quality standards NAAQS and the 1997 ozone NAAQS.
