The UN chemical risk assessment activities are carried out via specialized agencies see Figure . WORLD HEALTH ORGANIZATION The World Health Organization WHO is the UN s specialized agency for health. It was established in 1948. WHO s objective as set out in its constitution is the attainment by all people of the highest possible level of health. Health is defined in WHO s constitution as a state of complete physical mental and social well-being and not merely as the absence of disease or infirmity. WHO is governed by the UN s 192 Member States through the World Health Assembly. The Health Assembly is composed of representatives from WHO s Member States. The main tasks of the World Health Assembly are to approve the WHO program and the budget for the following biennium and to decide major policy questions WHO 2006 . International Programme on Chemical Safety The International Programme on Chemical Safety IPCS was developed and structured on the basis of recommendations of the United Nations Conference on the Human Environment 1972 . It is a cooperative venture between WHO United Nations Environment Programme UNEP and International Labour Organization ILO . UNEP established in 1972 is the UN agency for the promotion of wise use and sustainable development of the global environment UNEP 2006 . ILO founded in 1919 is the UN specialized agency for the promotion of social justice and internationally recognized human and labor rights. IPCS was established in 1980 and is responsible for implementation of activities related to chemical safety. WHO is the Executing Agency of the IPCS. The two main roles of the IPCS are to establish the scientific basis for the safe use of chemicals and to strengthen national capabilities and capacities for
