The assessment and formulations of the problems unfortunately tend to be somewhat fragmented because of different theoretical stances and beliefs that are associated with failure to thrive. A NEW FRAMEWORK FOR ASSESSMENT In the United Kingdom a new framework for assessing children in need was issued by the Department of Health in 2000 with the intention of providing holistic child-centred and much more targeted help for children based on needs assessment. The assessment framework is multidimensional exploring parental capacity children s developmental needs and family and environmental factors. Ecological theory is adopted postulating that children s development is influenced by the quality and capacity of parenting which in turn are influenced by the characteristics of their families social network neighbourhoods communities and the interrelations among them Bronfenbrenner 1979 . A good understanding of all-round child development is required with knowledge about developmental hazards and crises in order to make appropriate judgements about whether the quality of child care is good enough to meet a range of different and complex developmental needs which have to be addressed during each stage of the child s life. The philosophy of the new framework aims to redirect assessment focus from the risk-and-blame culture to the developmental needs of children and ways of meeting these needs in the families and communities in which they live by the provision of services for those who require help.
