Mayer INTRODUCTION Rationale The goal of USEPA s ecosystem protection program is to improve the Agency s overall ability to protect maintain and restore the ecological integrity of the nation s lands and waters by moving toward a place-driven or more site-specific focus. This goal represents a refocusing of the Agency s effort to improve and protect environmental quality in a more holistic manner. By moving toward a place-driven approach the Agency can develop the paradigm necessary to address ecological economic and social needs indigenous to the particular geography or ecosystem. This new integrated ecosystem management will restore and maintain the health sustainability and biological diversity of ecosystems while supporting sustainable economies and communities. The fundamental unit for this place-driven approach is a watershed. Observing assessing and managing ecosystems on a watershed basis has many advantages. The watershed has predefined geographic boundaries and no one individual or group decides who is included or excluded from the program. These boundaries are easy for everyone to visualize based on the hydrology of the watershed and the simple concept that water runs downhill. Hydrology also provides continuity within the watershed and serves as the basis for understanding how each portion of the watershed may impact other portions a tremendous educational tool for all levels of players . By moving away from a simple point-source permit-driven approach the watershed approach allows consideration of particular socioeconomic factors that may dictate the adoption of certain scenarios in some watersheds that would be totally unacceptable elsewhere. This approach requires that all government federal state local or tribal and private sectors inhabiting the watershed be represented in the development of the watershed assessment plan.
