However as for classes without the new textbook the one based on the 2018 Literature General Keywords Education Program it is necessary to provide specific instructions on the Innovation teaching content arrangement of teaching content by group of text genres types with the standards teaching methods integration of reading writing speaking and listening skills literary and assessment Literature Vietnamese language knowledge - tools for students to practice these skills Subject also adjust the expected outcomes for each skill in accordance with the targets stated in the 2018 program. Thus teachers can apply competence-based teaching and assessment methods to effectively fulfill the requirements of the above dispatch. The article proposes some measures to help teachers fulfil the requirements of the above dispatch especially in cases where the former textbooks are still in use until 2025 thereby improving teaching quality and developing students competencies. The results of this study would serve as a useful reference for Literature teachers in particular and high school teachers in general in the current educational context. 1. Mở đầu Thời gian qua thực hiện chỉ đạo của Bộ GD-ĐT việc đổi mới phương pháp dạy học PPDH và kiểm tra đánh giá KT-ĐG môn Ngữ văn theo Chương trình CT giáo dục phổ thông năm 2006 Bộ GD-ĐT 2006 ở cấp THCS và THPT đã đạt được những thành tựu nhất định. Để tiếp tục khắc phục tình trạng dạy
