They are part of a planned overhaul18 of Vietnam s basic facilities that the government says will require 15 billion in foreign investment and 10 billion in government aid by the turn19 of the century. The 15 projects will be presenbed at a joint European Commission - Vietnamese workshop20 on November 21 and 22 40 for international financing under the build - operate - transfer BOT 21 system the EC statement said.
