Socio-economic policy issues attract the greatest attention of the residents of those regions whose level of development is far from the desired but consensus on their content methods and mechanisms of implementation has not yet been reached. One of the reasons is that the property status material well-being and self-esteem of the Russian population depend on a significant number of factors the effect of which is multidirectional and perceived differently by different social groups. Taking into account that socio-economic policy should satisfy all or most citizens as much as possible there is a need to measure this satisfaction quickly including not only post factum on the basis of statistical or sociological observation but also before making appropriate decisions. All this creates the need to create tools that would allow us to assess the consequences and reaction of citizens to various information occasions for the examining the effects of intensification of efforts in the field of both economic and social policy.
