Limited resources have a direct impact on the capacity of technology exploitation–operation. The enterprises themselves still faces many difficulties, so the technology innovation and upgrade activities are still left open. Besides, the level of capacity of new technology research and development shows that Vietnamese enterprises have not yet achieved many achievements despite the attention, investment and support policies from the Government.
