The model consists of a complex hierarchy of evaluation models enabling us to take into account the multiple dimensions and points of view of the actors involved in the evaluations. Keywords: 1. INTRODUCTION Strategic planning of transportation facilities is an increasingly important issue in market oriented economies. The paper describes a real case study dealing with the evaluation of transportation scenario in the context of the deregulation of the maritime traffic in Greece (after the European Union guidelines). Comparing and evaluating policies is not simple. The interested reader might see Stathopoulos, 1997 and Faivre d'Arcier, 1998. Apart from the usual uncertainty issues it should be noted that a scenario results from the composition of a large number of actions (see Pomerol, 2000). Even if each such action can be evaluated separately, there might be a combinational explosion in trying to evaluate the different scenarios.
