Under this dynasty, the selection of functionaries through many advanced methods including selection and examinations. Examinating used to be the most important form of mandatory recruitment. The exams were held very seriously together withthe reasonable regulations aboutthe use of bureaucrats. Nowadays, the servants' activities havenot been effective due to regulations about selection and use of the state staff. By researchinglegal regulations of the Le’s dynasty on the selection and usefunctionaries, our legal system should carry out the mechanism to select cadres by examination method, abandond lifelong servant regime and switch to contract regime, restrict the userelative people within the same state agencies and allow the local people to directly vote chairpersons of the People's Committees at the ward level in order to improve the effective ofthe servants' activities today.
