People have always been placed at the centre of socio-economic development and the objective of socio-economic development is to serve the people. The people are both the objective and the driving force of the development process and they are also the subject of the development process. The advanced ideologies on people and people liberalization have always been the cornerstone of Ho Chi Minh’s revolutionary career.
