However in this process farmers still face many problems such as high competition difficult consumption . Four houses or four actor s linkage is considered as a viable solution for rice production and consumption process However it also has many constraints in implementation. These are reasons why the research has been conducted in order to 1 analyze and identify the c-onstraints and opportunities in rice production and consumption process 2 analyze and assess the linkage or relationship level of four houses and 3 give some suggestions for enhancing the relationship level between four houses in rice production and consumption process. Results from the study show that in rice production and consumption process farmers still face many constraints such as a lack of quality seeds sources and investment capital unstable of input prices and high yield but low price issue. Regarding to four houses actors linkage the relationship level between four actors is generally still poor especially final decision making actors. However local government enthusiastically support and participate in the process - the actor who determine to success and efficiency of the linkage.
